Pakistan to Buy Eight Chinese Submarines

Pakistan has approved a plan to buy eight Chinese submarines, according to a senior Pakistani defense official, in what is expected to be one of China’s biggest-ever arms sales.



The deal is also expected to be among Pakistan’s biggest weapons purchases and is likely to intensify an emerging undersea contest in the Indian Ocean, where India and China are also expanding submarine operations.



Rear Admiral Mukhtar Khan, additional secretary in Pakistan’s Ministry of Defence, revealed the plan at a meeting of parliament’s Standing Committee on Defence on Tuesday, according to an official record of the meeting.



The official record quoted him saying that “the National Security Committee (NSC) has approved, in principle the project to acquire eight Chinese submarines. Financial negotiations for the same are in advance stages.”



The National Security Committee is the top decision-making body for defense issues, with both civilian leadership—including Prime Minister Nawaz Sharif—and the military chiefs sitting on this committee.



Pakistan Navy officials declined to comment. An official in the press office of China’s defense ministry referred questions on the submarine deal to local defense industry representatives but declined to say which ones were involved.



A senior Pakistani government official said that discussions were ongoing, but the financial and technical details of the deal won’t be publicly discussed until negotiations are wrapped up and it has actually been signed.



China and Pakistan have had close relations for decades based largely on their mutual suspicion of India, and China has long been one of Pakistan’s main arms suppliers.



Hua Chunying, a Chinese foreign ministry spokeswoman, didn’t respond directly when asked about the submarine deal on Thursday but said: “China and Pakistan are traditional friends and neighbors.”



She said that China abided by its principles and international standards when selling arms.



She also said that Chinese President Xi Jinping was looking forward to paying a state visit to Pakistan “as soon as possible” and both sides were in close contact on that issue. She didn’t give a date for the visit.



Military experts and defense industry publications say the deal is most likely for Pakistan to buy China’s diesel-powered Yuan class attack submarines, which are also known as Type 039A or Type 041.



However, some earlier reports have suggested that Pakistan could purchase another Chinese diesel-powered attack submarine called the Qing class, or Type 032.



China’s global arms exports more than doubled between the five-year period ended in 2009 and the five-year period ended in 2014, according to an annual report on weapons transfers published last month by the Stockholm International Peace Research Institute.



China was Pakistan’s biggest arms supplier between 2010 and 2014, accounting for 51% of Pakistani weapons imports. The U.S. was in second place with 30%, according to the report.

Indian Ocean : New playground for global confrontation

PM Modi’s France visit: India to discuss sharing of coastal surveillance radars in the Indian Ocean







India and France are expected to firm up discussions on sharing of radars in the Indian Ocean as part of the strategic talks during PM Narendra Modi’s visit to Paris next week.



While India is setting up a grid of coastal surveillance radars in the Indian Ocean Region (IOR) that will enable it to monitor, among other things, the increasing Chinese presence in the area, France has expressed interest in sharing data from surveillance systems on its Indian Ocean territories, it is learnt.



As part of bilateral discussions during the PM’s visit, the modalities of sharing maritimedomain awareness data from at least three French monitoring sites in the Indian Ocean is set to be on the agenda. French territories in the region include the Reunion Islands and Mayotte, besides military bases in UAE and Djibouti.



It is learnt that the Indian Navy is keen on the French proposal and has recommended that it be added to an ambitious plan to set up a 24-nation radar grid in IOR to monitor all traffic – civilian and military. The 24 nation plan – which is currently pending a formal clearance from the Cabinet Committee on Security – looks at integrating radars from most littorals of the region with the Indian coastal radar chain.



As part of the plan, India could also lend financial aid to littoral nations for setting up radars. In the future, surveillance data from other military sites, including the American base at Diego Garcia, could be integrated.



As reported by ET, a Rs 600-crore project to set up a Coastal Surveillance Radar Systemin the Indian Ocean is underway as part of New Delhi’s plans to increase maritime domain awareness in the wake of the 26/11 Mumbai attack.



While coastal surveillance radars have been set up in Sri Lanka (6), Mauritius (8) andSeychelles (1), ten radars that have to come up in Maldives have hit a block due to political uncertainty that led to the cancellation of Modi’s visit to Male last month.



The moves come even as China has turned more active in IOR and has been attempting to expand its footprints in India’s extended neighbourhood as part of the grand Maritime Silk Route launched last year, according to experts. Besides Beijing wants to safeguard the sea lanes of communication through which its trade passes amid growing incidents of piracy along Africa’s eastern coast. Seychelles has been viewed by China as a possible replenishment port for navy ships taking part in anti-piracy operations in the region.

NEW YORK: A 49-year-old former owner of defence contracting businesses in the US has pleaded guilty to illegally sending sensitive military technical data to India as part of a conspiracy in which she worked with an Indian resident.



Hannah Robert, 49, of New Jersey pleaded guilty before US District Judge Anne Thompson to charges that she conspired to violate the Arms Export Control Act by exporting to India military technical drawings without prior approval from the US Department of State.



According to documents filed in the case, from June 2010 to December 2012, Robert conspired to export to India defence technical drawings of parts used in the torpedo systems for nuclear submarines, military attack helicopters and F-15 fighter aircrafts.



Robert founded One Source USA and Caldwell Components that contracted with the US Department of Defence to supply defence hardware and spare parts.



Along with an Indian resident, identified in the complaint only as 'PR', Robert owned and operated a third firm located in India that manufactured defence hardware and spare parts.



In addition to US' sales, Robert sent export-controlled technical data to PR in India so that the two could submit bids to foreign actors, including those in the UAE and Pakistan, to supply them or their foreign customers with defence hardware and spare parts.



Neither Robert nor PR had obtained approval from the State Department for these businesses.



The complaint cited an August 2012 email from PR to Robert requesting a technical drawing of a particular military item.



PR had also forwarded to Robert a request from an individual purporting to be "an official contractor of the UAE Ministry of Defence."



The UAE e-mail requested quotations for a bid for the "blanket assembly" for the CH-47F Chinook military helicopter and listed the "End User" for the hardware as UAE Armed Forces.



Robert transmitted military drawings for these parts to India by posting the technical data to the password-protected website of a New Jersey church where she was a volunteer web administrator.



Through the course of the scheme, Robert uploaded thousands of technical drawings to the church website for PR to download in India.



The complaint said there were quality issues also with the parts that Robert provided to the Defence Department.



After the department disclosed in 2012 that certain parts used in the wings of the F-15 fighter aircraft, supplied by Robert's company One Source, failed, Robert and PR provided false and misleading material certifications and inspection reports for the parts.



These documents listed only One Source USA's New Jersey address and not the address of the actual manufacturer in India, One Source India.



As a result of the failed wing pins, the Defence Department grounded nearly 47 F-15 fighter aircraft for repair and inspection, at a cost estimated to exceed USD 150,000.



As part of her plea agreement, Robert will have to pay USD 181,000 to the Defence Department, including the cost of repair for the grounded F-15s.



Robert also consented to a forfeiture money judgment of about USD 78,000, which represents the dollar value of Robert's fraudulent contracts with the department.

India and Israel agreed to jointly develop a medium-range surface-to-air missile (MRSAM) system for the Indian Army to replace Russian-made air defense systems, said a source in the Indian Defence Ministry.



The land version of MRSAM would be an extension of the ongoing Air Force MRSAM project, which is expected to begin induction by 2017, three years behind scheduled. The Army has an immediate need for one regiment (18 systems) of MRSAMs at a cost of $1.5 billion, but the total requirement for these systems is estimated to be more than $6 billion, said an Army official.



The agreement to jointly develop the land version of MRSAM, which will have a range of up to 70 kilometers, emerged during a Feb. 22 meeting here between visiting Israeli Defense Minister Moshe Ya'alon and his Indian counterpart, Manohar Parrikar, the source added.



Negotiations for developing the land version had been put on hold two years ago following delays in the Air Force project. However, several rounds of negotiations between Indian and Israeli officials during the last six months have finalized the joint development agreement for the land version, the source added.



The Army mobile MRSAM systems will be jointly developed by India's state-owned defense research agency, the Defence Research and Development Organization, and Rafael and Israel Aerospace Industries (IAI) of Israel. Both sides will develop subsystems although the details of that arrangement have yet to be finalized. The system will be produced by India's state-owned Bharat Dynamics Ltd., in participation with domestic private sector companies Tata Power SED and Larsen & Toubro, the source added.



IAI has declined to comment on the program.



An Indian Army official said the service has needed a new surface-to-air missile system for more than a decade to replace Russian-made Kvadrat and OSA-AKM systems bought between 1970 and 1980.



The Army wants to use the MRSAM to defend mechanized formations operating in the plains and desert regions of the country. In 2008, an attempt to acquire MRSAMs from the global market failed because none of the bidders qualified under India's transfer of technology requirements.



In 2009, India and Israel agreed to jointly make the air version of MRSAM, but it is still under development despite a planned delivery time of 2013-14 because of unspecified technical snags in the initial tests of the prototype, the MoD source said. First delivery is now expected by 2017, the source added.
