UN mission applauds Indian doctors helping civilians in South Sudan http://ift.tt/1kqqKTv

Last Updated: Saturday, February 01, 2014, 13:04

New York: The UN mission in South Sudan has voiced appreciation for the critical work done at military field hospitals in the troubled nation by Indian doctors who have treated hundreds of patients during the fighting between the government and rebel forces.

At the UN Mission in South Sudan (UNMISS) Indian military field hospital in the city of Malakal, 976 patients have been treated since December 23. The hospital has performed over 134 major surgeries and 29 deliveries, the UN mission said.

Deadly violence has engulfed the world's newest country since December 15 when forces loyal to President Salva Kiir clashed with rebels supporting the sacked deputy president Riek Machar, resulting in deaths of hundreds of people.

The UN base in Malakal has been manned by Indian peacekeepers, who have been providing protection and assistance to thousands of civilians in the war-torn country.

UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Valerie Amos, visited UNMISS protection of civilian sites in Juba and Malakal last month.

While in Malakal, Amos visited the looted and destroyed warehouses of the UN World Food Programme (WFP) and the International Organisation for Migration (IOM).

"There are tens of thousands of people in the town who need our help. Because of the looting, we cannot help as many as we would wish," Amos said.

He expressed concern that interference in humanitarian activities were affecting humanitarians' ability to assist people in need.

An estimated 702,000 people are currently internally displaced and 123,000 refugees have fled to other countries.

Indian peacekeepers have also laid down their lives in the conflict. In April last year, five Indian UNMISS peacekeepers were killed when they were ambushed by about 200 attackers near Jonglei State as they escorted a United Nations convoy.

Two UNMISS Indian Battalion troops were killed in action and one was injured on December 19 in Akobo following an assault on a UNMISS base.

Sensors on borders to check infiltration

Sensors on borders to check infiltration | Latest News & Updates at DNAIndia.com

Security forces have found answer to the infiltration at the border. In an attempt to thwart infiltration attempts along the international border especially with Pakistan, the security forces has decided to acquire ground sensors to pick up movement. Though in the first phase, these sensors will be installed at the international border with Pakistan and Bangladesh, but later on army will also be used in disputed Line of Control alongwith Pakistan and Line of Actual Control on Indo-China border.

During 2013, there were 270 infiltration attempts by Pakistan backed militants at the Line of Control. And out of 270 attempts, 90 attempts were proved successful in the last year.

Government sources claim that last year’s incident of a 400 feet long tunnel detected in the Samba sector of Jammu in July to aid militants to infiltrate into Indian territory, has woken up the security agencies.

“it is not possible to guard every nook and corner of the border, especially at the LoC, where terrain is unfriendly. Such high-end gadgets can detect any movement and subsequently alert the command and control room,”said an officer.

The gadget called as Unattended Ground Sensors(UGS) was proven successful during US allied forces operation in Afghanistan and Iraq. Interestingly, this device proved itself , when it was used by the US security forces to curb infiltration on its border with Mexico and also by Israel.

Border Security Force, which guards border with Pakistan and Bangladesh has floated a tender to acquire such sensors. BSF has asked for a device, which should have the capability to give real time alarm to detect an intruder or multiple intruder locations simultaneously, to ensure round-the-clock surveillance by utilising a combination of day and night surveillance cameras, control and display units. In response to BSF requirement, many global firms have responded.

“These senors provides high-quality imagery, day or night. The sensor can endure adverse weather and temperatures ranging from -10° Celsius to 55° Celsius. UGS can monitor an area of at least three kms and can last for almost two years on its battery once semi-buried in the ground,”said Inderjit Sial. President of Textron India private limited, a US based defence firm, who supplied UGS to NATO forces during Afghanistan and Iraq war.

DRDO to Hold Trials of UGVs

The Combat Vehicles Research & Development Establishment (CVRDE), a DRDO lab based at Avadi near Chennai, is warming up to take two of its unmanned ground vehicles (UGVs) for summer trials in the next two months.

CVRDE Director Dr P Sivakumar told Express on Friday that the UGVs -- Muntra-N designed for nuclear, biological and chemical (NBC) reconnaissance and Muntra-M designed for mine detection missions -- are currently undergoing lab level trials at Avadi ahead of the summer trials.

The DRDO had exhibited Muntra-S, meant for surveillance, during the DefExpo in 2012 and the scientists say that the vehicle has already completed the desert trials successfully. Muntra stands for Mission Unmanned Tracked. Sanctioned with a seed money of `60 crore in 2007, the project consists of four vehicles, with three in the unmanned role and the fourth one in a manned mode (Muntra-B), doing the base control duties.

“Muntra-B will be common for all missions depending on the role. During the field trials, Muntra-S operated at very high temperatures in deserts. We tele-operated Muntra-S from a distance of 5 km and it tracked a tank further at a distance of 12 km. The radar has an instrumented range of 18 km. During the trials, we undertook day and night surveillance and tele-operated the vehicle back to the base as well,” Sivakumar said. Last year, the CVRDE began the integration of Muntra-M and Muntra-N with lab-level tests. The UGVs could perform in tele-operated, autonomous and manned modes.

“All vehicles are based on the battle proven BMP II class of tracked armoured vehicles. In addition to being ATVs, they have an inherent amphibious capability, thus making a UGV a highly potent and versatile unmanned platform,” he added.

How the UGV Works

To facilitate the operation of the UGVs from a distance through wireless means, a drive-by-wire system enables the control of the conventional UGV engine by electronic means. The tele-operation system enables the base vehicle operator to navigate the UGV with the help of opto-electronic sensors. Information about the obstacles and other features around the UGV is gathered by these sensors and this information is displayed at the base vehicle on ergonomically designed display systems
